Gretchen Engquist, an experienced Medicaid waiver consultant
and former Medicaid Director, will assess to what extent states
have pushed the boundaries with HIFA waivers. Four states
that are at various stages of the HIFA waiver process, including
those that have approved waivers and those currently in negotiations
with CMS, will identify key innovations in their proposals.
A CMS representative will provide the federal government's
view of the recent changes.
