This session will examine state efforts to cover young adults in both the public and private sector. The panelists will discuss options under Medicaid, including strategies to cover youth in transition. They will also review how states have extended the age at which young adults qualify for dependent coverage, examining issues that these efforts raise, such as reinforcing employers' abandonment of contributions to dependent coverage, age rating dependents' coverage, reinforcing age rating for workers, and raising total plan cost.

Some questions that will be addressed include: What types of auto-enrollment models exist? What have been states' experiences with implementing auto-enrollment strategies in Medicaid and SCHIP?
