Product Line Information

All insurers report information by group and individual product lines. Some states require insurers also to report information for small-group products separately. This session will explore the use of basic product-line performance data including loss ratios, member months, total premiums, and rate-filing information. What have states learned from these data?

Insurer Financial Information

Insurance companies also submit information on their financial situation, including underwriting gains, risk-based surplus, and minimum risk-based surplus. This session will explore how states have used this information to develop policy.

Special Reports

Some states, such as Maryland and Maine, have invested in learning about their respective small group markets. This session will highlight additional information states may require from insurance companies to learn more about vulnerable segments of their markets and insurance company behavior:

  • What are the premiums, market share, loss ratios, covered lives, and member months in the small group and individual markets?
  • What portion of premiums finance medical claims, administrative expense, and surplus?
  • What are my state's insurance carriers spending on specific administrative expenses—including executive compensation, lobbying, and political activities?
  • Does/has such information moved the market?

State Experience and Group Problem Solving

In this session, states will discuss their experiences in obtaining and using insurance market data, lessoned learned from analysis of these data, and what data they need going forward to develop and/or implement coverage strategies like premium subsidies, reinsurance, or individual market reforms. Discussion will focus on where states have been successful in using standard or additional information from insurance carriers, where states have been stalled due to a lack of information, and whether states have the information they need to respond to current federal proposals.

Several states have been invited to talk about their specific experiences including New Jersey , Minnesota , Vermont , Kansas , and Oregon . However, all participants should feel free to bring any information pertaining to what they have done in their own states regarding any of the issues that will be discussed during the meeting.
