In February 2006, President George W. Bush signed Public Law 109-171 known as the Deficit Reduction Act of 2005 (DRA). The DRA authorizes states to implement a variety of changes to their Medicaid programs. How might states take advantage of this new flexibility? What impact will the DRA have on states’ use of Section 1115 waivers? What other implications does the DRA have for state Medicaid programs and future efforts to cover the uninsured?
A panel of state leaders and health policy experts provided an overview of the DRA and discussed its implications for health coverage.
Barbara Coulter Edwards, Principal at Health Management Associates and the former Medicaid Director for the State of Ohio led the discussion on the Deficit Reduction Act of 2005: Implications and Opportunities for State Coverage Efforts.
