In 2004, American Samoa received HRSA SPG funds for the "Coverage for All in American Samoa" (CAAS) project to develop a comprehensive and feasible plan to provide health care coverage. The research conducted on the project includes in-depth interviews, economic and actuarial analysis, and a household survey.
Through the grant, the territory will have a greater understanding of how the uninsured American Samoans currently obtain care, barriers to care, fiscal and social costs of uninsurance, and impact of lack of coverage options. The project plans on establishing a pre-coverage registration system for all residents' initiate individual determination, rather than presumptive eligibility for Medicaid; and developing affordable coverage options, beginning with American Samoa government workers.
In 2005, American Samoa was awarded HRSA pilot project planning grant to implement a unique community-based pilot planning process utilizing traditional leaders to develop community-specific plans for coverage and integrate the regional plans to a territory-wide plan of CAAS.
