In 2004, Puerto Rico received HRSA SPG funds to acquire the information needed to shape state policies that will assure access to health insurance for all residents of Puerto Rico. The objectives of the project are to:

  • Determine the magnitude of the uninsured population and describe the demographics of that population;
  • Compare the uninsured population to those enrolled in the Reforma Program (Medicaid) and those in the largest private insurance program;
  • Identify the factors causing the uninsured to lack coverage and document the barriers they encounter in gaining access to coverage; and
  • Develop alternative policy proposals that would assure access to health insurance coverage for all Puerto Ricans and develop an action plan to implement those policies.

The project will conduct surveys and focus groups.
