In 2003, Rhode Island received a HRSA state planning grant to research the uninsured and the employer-sponsored coverage market within the state. Rhode Island is developing policy options to curb rising private premiums, the slow erosion of the employer offer rate, and the slow upward trend in the rate of uninsurance.
In 2005, Rhode Island received a HRSA pilot planning project grant to design and implement a new private, lower cost insurance product that will be attractive to small employers, employees, and the self-employed, that will coordinate with the existing private market, RIte Care, and RIte Share.
