In 2004, Tennessee received HRSA SPG funds to research and develop a strategy for providing access to affordable health insurance for every citizen of the state. Project activities include the review existing data, conducting an employer and household survey, and focus groups with health care providers and employers. An assessment of the financial health of health insurers in the state will also be completed.

In 2005, Tennessee was awarded a HRSA pilot grant. The overarching goal of this project is to develop a comprehensive plan for the implementation of a pilot project for the uninsured called "Cover Tennessee." The project will seek to make insurance affordable for small employers, their employees, and individuals through the development of creative reinsurance arrangements with health insurers.
