In 2001, Texas received HRSA SPG funds to research and develop a strategy for providing increased access to affordable health insurance. The grant team surveyed a variety of key players including small business, households, insurance carriers, and insurance agents.

In 2005, Texas was awarded a HRSA pilot grant. The pilot grant focuses on how to provide a lower cost insurance product for small business. The program will be conducted in conjunction with the Greater Houston Partnership Public Health Care Task Force.
