Arkansas:

In March 2006, The Centers for Medicare & Medicaid Services (CMS) approved the Arkansas HIFA Section 1115 waiver called the Arkansas Safety Net Benefit Program.

•  Arkansas Safety Net Benefit Program

  • Available to firms that employ 2-500 employees and have not offered health insurance for one year.
  • Requires employers to enroll all employees unless they can document prior coverage.
  • Employees who earn less than 200 percent of the federal poverty level (FPL) will be subsidized by Medicaid.
  • The program is funded by a combination of premiums (employee, employer) and state and federal funds.
  • Phase I (12-18 months) will enroll up to 15,000 members.
  • Based upon the evaluation and availability of federal and state funds, Phase II will be able to enroll up to 80,000 Arkansas residents.
