Massachusetts Governor Proposes Major Health Care Reform
On June 21, Massachusetts Governor Mitt Romney (R) unveiled a health care reform proposal that seeks to provide access to health insurance coverage to the 460,000 uninsured in the state. The reform proposal focuses on market solutions and personal responsibility to provide affordable comprehensive care to those who are currently uninsured.

Vermont Governor Vetoes Health Care Bill
At the end of the 2005 legislative session, the Vermont Legislature passed H. 524. Called Green Mountain Health, the bill would have provided primary and preventive services to the uninsured.

GAO Releases Report on Medicaid Financing Practices
On June 28, the Government Accountability Office (GAO) released a new report that examined Medicaid financing practices. Specifically, the report looked at states' efforts to maximize federal reimbursements for their programs.

HHS Secretary Mike Leavitt announced the appointment of 13 voting members and 15 non-voting members of the Medicaid Advisory Commission on July 8.

More than 2,300 health services researchers, providers, and key decision makers met in Boston to address the critical challenges confronting the nation's health care delivery system at AcademyHealth's 22nd Annual Research Meeting. Many themes of interest to states were covered over the three-day conference, including coverage and access; disparities; and management, organization, and financing.

HCFO Program Releases New Brief on Health Savings Accounts
A new brief, Health Savings Accounts as a Tool for Market Change, has been released by the HCFO initiative, a Robert Wood Johnson Foundation program. The brief looks at health savings accounts (HSAs), one component of consumer-directed health care, from the perspective of markets, employers and employees, insurers, and consumers.
